Josh is a dedicated transportation leader with over 20 years of experience helping agencies deliver big plans, projects and programs to address challenging transport problems. Josh is adept at bridging the gap between planning and project delivery in complex stakeholder and decision environments.
Josh is a Principal and leads the Toronto office. He works with clients across North America to create forward looking transportation policies and plans, build tools to drive informed decision making, and develop implementation strategies that align stakeholder engagement, technical work programs, and desired outcomes.
Josh’s recent career highlights include 15 years at Metrolinx, where he established the Project Sponsor division and project governance approaches to enable the delivery of the organization’s $90B rapid transit program. As Program Sponsor, Josh championed a $4.7B tunnelled light rail project from the planning to delivery stage, driving best practice approaches to benefits management and project assurance. Josh has also played important roles shaping regional strategic plans, creating new frameworks for station area mobility, and rethinking parking’s role in the city.
Josh is a Professional Engineer who holds a Master's in Civil Engineering from the University of Toronto and a Bachelor's of Systems Design Engineering from the University of Waterloo.
