Andrew is a transportation planner and strategic advisor with 18 years of experience helping cities and transit agencies make smarter mobility decisions. As a Principal at Access Planning, he leads the Vancouver team, working across Canada and the U.S. to deliver bold, city-building solutions.
Specializing in transportation governance, policy development, and strategic planning, Andrew helps public agencies structure decisions, set priorities, and develop policies that enhance mobility and accessibility. His expertise spans transit investment strategies, business case development, funding frameworks, and integrated transportation and land-use projects.
Before joining Access Planning, Andrew held leadership roles at TransLink and the City of North Vancouver, guiding regional transit service planning, fare policy, neighborhood transportation plans, scenario planning, and corporate strategy. Known for his practical and collaborative approach, he helps decision-makers navigate trade-offs and competing priorities to drive meaningful change.
Andrew holds a Master of Arts in Resource Management and Environmental Studies from the University of British Columbia and a Bachelor of Environmental Studies in Urban and Regional Planning from the University of Waterloo.
