Marcus is an experienced transportation and land-use planner with a passion for how public transit can foster vibrant urban places. He understands how policy, planning, capital delivery, commercial viability, and operations intersect with broad stakeholder constituencies to move complex projects forward. Thriving in multifaceted environments, he collaborates with organizations guided by public-interest mandates to deliver outcomes that measurably improve people’s lives.
Based in Ottawa as part of the Toronto office, Marcus brings extensive professional experience in both the Greater Toronto Area and the National Capital Region. Prior to joining Access, he served as Director of Transit-Oriented Development for GO Rail Stations at Metrolinx, where he collaborated with municipalities and partner agencies to secure third-party delivered station infrastructure, manage capital program risk, improve operations and experience, and create mixed-use, transit-supportive communities. His background spans municipal and provincial government, and private consulting, covering the complete project lifecycle from regional strategic planning to facility commissioning and handover. Marcus brings unique experience working with both the public and private sector, understanding how to balance public benefit with commercial viability.
Marcus holds a Master of Urban Planning from Toronto Metropolitan University and a Bachelor of Arts in Political Science from Queen’s University. He is a Registered Professional Planner (RPP) and a Member of the Canadian Institute of Planners (MCIP).
