Creating a strategic plan for Greater Montréal’s new regional transportation authority
The Autorité Régionale de Transport Métropolitain (ARTM) was established in 2017 as a regional entity responsible for bringing integrated transit planning and delivery across the Greater Montreal region. With its primary mandate to harmonize transit services, create a a seamless customer experience and build ridership, ARTM embarked on the development of its first strategic plan.
Access supported the ARTM in the development of its first strategic plan (Plan stratégique de développement) across four workstreams:
Workplan development: guiding the staff to prioritize efforts and develop competencies in regional planning that enabled them to grow their skills and advance plan and policy implementation.
Scenario planning: developing alternative future scenarios and analyzing policy implications for the Montreal region based on research, analysis and internal engagement.
Transit network planning: leading workshops and advisory sessions to develop frameworks for the regional transit network, including criteria for regional structuring transit network.
Expert panels: convening external experts from Quebec, the rest of Canada, and abroad to provide feedback and guidance on the PSD at key milestones throughout its development.
