Modernizing the mandate of Toronto’s Parking Authority

The Toronto Parking Authority (TPA) is North America's largest municipal operator of public parking and the 4th largest operator of public bike-sharing systems, Bike Share Toronto. TPA is on a journey of transformation as it transitions from a traditional parking operator to an integrated parking and mobility services provider to leverage and promote greater use of sustainable transportation modes in the City of Toronto.

In 2023, Access supported the TPA to undertake a comprehensive review of its governing and policy framework to redefine the TPA's mandate, authorities delegated by Council, and how the TPA works with the City of Toronto. Access undertook policy, legislative and peer agency reviews, an analysis of zoning permissions, and led workshops with TPA management to define areas of mandate change and by-law change and potential new roles and responsibilities for the TPA.

Drawing on Access’s deep understanding of transportation governance considerations, the TPA is moving forward with new opportunities to implement its renewed mandate as a mobility services provider. This exploratory work provides TPA senior management with a strong basis for engagement in operationalizing this shift with City staff and the TPA Board of Directors.
