Laying the foundations to deliver transit-oriented communities across British Columbia.
In 2023, the Province of British Columbia committed to enabling 10,000 new homes near transit over the next decade. To move quickly from commitment to coordinated action, the Province engaged Access Planning to lead the development of the core components of an ambitious, multi-faceted program to support transit-oriented communities across BC.
We led the creation of the Province’s first Transit-Oriented Communities (TOC) Strategic Plan—a comprehensive roadmap outlining the full suite of provincial initiatives, policies, and programs to accelerate housing and mixed-use development near transit. Our work combined cross-ministry coordination with rigorous policy research, jurisdictional scans, and strategic planning to ensure the framework was both actionable and aligned with broader housing and infrastructure goals.
As a key early action, we managed the full policy and technical development process for Bill 47, which introduced new legislation to enable higher-density development around major transit hubs. The legislation has resulted in over 100 Transit-Oriented Areas (TOAs) being designated across the province, with municipalities now updating local plans and bylaws to reflect the new provincial direction.
We also designed the Province’s new TOD Program—a planning framework to guide how transit-oriented development is delivered on public land. The framework provides a clear structure for evaluating sites, setting priorities, and selecting delivery models and partnerships. It is now being used to guide early planning and design for provincial projects in the Capital Regional District and along the Surrey-Langley SkyTrain corridor.
This work demonstrates our ability to drive complex, cross-government initiatives from concept to execution—blending strategic leadership, policy design, and technical depth to create tools that deliver results on the ground.
