Developing a light rail transit extension to Toronto Pearson Airport
The Eglinton Crosstown LRT project has long been planned to reach Toronto Pearson International Airport, but funding limitations and technical complexity limited delivery to just short of the airport. In April 2019, the provincial government expressed interest in connecting the Eglinton Crosstown LRT to the airport (ECWE Airport Segment). Through a comprehensive cooperation framework, the Greater Toronto Airport Authority (GTAA) and Metrolinx, the regional transportation authority, agreed to cost share, undertake technical analysis, and jointly project manage the project development of the ECWE Airport Segment.
Access was retained by the GTAA to act as owner’s representative in the planning, project development, and business case preparation for the project. A comprehensive work program and project management framework was developed and administered through an internal program governance structure that included executive sponsorship, senior level steering committees, and staff working groups. More specifically Access worked with the GTAA to develop an alignment study, land-value uplift study, airport interest focused business case and a governance restructure proposal. Our team continues today to advise and support the GTAA as this project advances and it engages with Metrolinx to advance infrastructure development and the Preliminary Design Business Case.
