Establishing a framework for municipal partner contributions to major regional transit projects

Recognizing that decisions about who funds and who decides the scope and extent of major transit projects is inconsistent and lacks transparency, TransLink Board and Mayors’ Council directed staff to develop a regional policy framework for major project contributions by municipalities and other local partner entities such as post-secondary institutions. The overarching policy objectives were developed through a series of workshops with the Mayor’s Council and Board in 2019 and 2020.  

Access was retained to draft the policy framework and advise on how to consider all types of municipal contributions (property, financial, land use) along the projects development lifecycle. We developed approaches to framing and policy, incorporating feedback from elected officials and stakeholders into memos and presentation materials, while supporting staff to shepherd the policy through to approval by the Mayors’ Council in May 2021.
