The City of North Vancouver (CNV) redesigned their Mobility Strategy with a bold vision of integrated and inclusive transportation planning for everyone in the city. Changing trends and needs that come with a dynamic and growing city pushed the City towards updating their outdated transportation plan. They sought a new style of plan that was more oriented to a "playbook" or "blueprint" style that would establish the City's policy priorities and direction to guide staff and Council decision-making to be flexible in the context of changing circumstances and budget constraints.

Access’s role was to work with the CNV and their stakeholders to lead the scoping of the strategy and identify key policy focus areas. Our team developed and faciliated working sessions with City Leadership team to identify issues, opportunities, needs and values and developed the strategic foundations and pillars for strategy development; we supported strategy development by leading topic specific policy reviews related to pricing, transportation requirements for new development, and regional transit. We applied expertise gained in other jurisdictions to assist CNV in identifying local policy strengths and gaps to support the next evolution of mobility policy in the community.
